APPLICATION FOR PRE-QUALIFICATION WITH RESPECT TO BID FOR EMERGENCY PIPELINE REPAIR, NON-EMERGENCY PIPELINE REPAIR AND PROJECT MODIFICATION WORKS FOR TANAP SYSTEM

I. OVERVIEW OF THE PROJECT

The Trans Anatolian Natural Gas Pipeline (TANAP) System transports natural gas from the Georgian border interface with the South Caucasus Gas Pipeline (SCPX) traversing approximately 1.811,7 km across Türkiye to an interface with the Trans Adriatic Pipeline (TAP) at the Greek border station.

TANAP comprises of 56" pipeline section, which reduces to 48" as part of onshore section with 36" offshore pipeline crossing section (“TANAP System”):

  • 56" Section of onshore pipeline - Stretching from the Interconnection point with SCPX System at the Georgian – Türkiye border to the TANAP compressor station-CS5 entry point at Eskişehir.
  • 48" Section of onshore pipeline - Stretching from the TANAP compressor station-CS5 exit point at Eskişehir to the interconnection point with TAP System at the Türkiye – Greek border.
  • Two 36" Section offshore pipelines – Running two parallel lines approximately 17.5 km in length and merge into the onshore stations of Dardanelle East and West either side of the Sea of Marmara.
  • TANAP System also includes off-take stations and aboveground installations as detailed below:

  • 2 Compressor Stations (CS1 & CS5),
  • 1 Offtake Compressor Station to supply Türkiye national natural gas network,
  • 4 Metering Stations,,
  • 11 Pigging Stations,
  • 49 Block Valve Stations,
  • 1 Main Control Centre (MCC) located at Gölbaşı, near Ankara,
  • 1 Back Up Control Centre (BCC) located within the CS5 Facility at Eskişehir, and
  • Pipeline Monitoring System, SCADA/Telecoms/Security Systems, SOCAR Fibre Optic System and Fibre Optic Cable Network connecting the Containers at AGIs for TANAP & SOCAR.
  • II. OBJECTIVE AND SCOPE

    TANAP wishes to engage multiple contractors to perform Emergency Pipeline Repair, Non-Emergency Pipeline Repair, and Project Modification Works (“Works”) for TANAP System (excluding the offshore pipeline section), and brief scope of Works are summarized as below:

    - Emergency Pipeline Repair Works and Non-Emergency Pipeline Repair Services (“EPR & N-EPR Works”)

  • Equipment and manpower to being kept ready by the Contractor at all times to be mobilised for emergency cases mobilisation (subject to Monthly Commitment Fee),
  • The welder qualifications,
  • Line pipe and operational spares preservation.
  • - Project Modifications Works (“PM Works”): Client will issue work orders for specific scope of Works to be performed for below listed disciplines.

  • Civil Works, (such as civil works, scour protection works (rip-rap, gabion, reno-mattress etc.), drainage works, road works, etc.)
  • Mechanical Works (such as mechanical works, piping works, steel structure works, mechanical equipment installation, etc.), and
  • Electrical & Instrumentation Works (such as electrical/automation works such as instrumentation / SCADA / telecom / Cathodic Protection etc.)
  • While one (1) single contract is planned to be executed for EPR & N-EPR Works including PM Works, multiple contracts are also planned to be separately executed for the below listed three (3) work disciplines within the scope of PM Works;

  • Civil Works within the scope of PM Works,
  • Mechanical Works within the scope of PM Works, and
  • Electrical & Instrumentation Works within the scope of PM Works.
  • III. PRE-QUALIFICATIN APPLICATION

    TANAP is pleased to inform that a Bid for “Emergency Pipeline Repair, Non-Emergency Pipeline Repair, and Project Modification Works for TANAP System” will be announced soon. As an outcome of the subject Bid, Client plans to sign several framework contracts with several companies on the following disciplines;

  • Emergency Pipeline Repair/Non-Emergency Pipeline Repair, and Project Modification Works (single contract)
  • Civil Works within the scope of Project Modification Works (multiple contracts)
  • Mechanical Works within the scope of Project Modification Works (multiple contracts).
  • Electrical and Instrumentation Works within the scope of Project Modification Works (multiple contracts)
  • Prior to TANAP’s invitation of companies to the subject Bid, a pre-qualification process for each disciple stated above will be conducted.

    The interested companies (“Applicants”) have the opportunity to apply for pre-qualification (“Pre-Qualification Application”) for any and/or all of these disciplines in accordance with their business expertise. The Applicants are free to apply for pre-qualification for any and/or all of these disciplines by filling in the below mentioned questionnaire(s);

  • General Questionnaire Form (to be filled by each applicant)

    In this regard, Applicants are kindly requested to submit documentation as per invitation to Pre-Qualification Application for Bid, which is to be accompanied by the following documents, all of them as signed by the authorised signatory of the company:

    1. Letter of Pre-Qualification Application as per Annex – 1 of Pre-Qualification Package,

    2. Completed Questionnaire Form(s) accompanied by documentation as requested therein,

    3. Consent Form Regarding Processing of Personal Data,

    4. Applicant’s Declaration,

    5. Confidentiality Agreement, and

    6. Signature Circulars of Authorised Signatory.

    TANAP informs that unless signed Confidentiality Agreement is submitted, participation in the subject Pre-Qualification shall not be granted. The foregoing documents shall firstly be submitted electronically to the e-mail address at tanapbids_1@tanap.com via electronic mail holding the subject “Pre-Qualification with respect to Bid for Emergency Pipeline Repair, Non-Emergency Pipeline Repair, and Project Modification Works for TANAP System” on or before 2 June 2025, 17:00 hrs. local (Ankara) time, and then the signed originals shall be submitted to the following address via courier service latest until 11 June 2025, 17:00 hrs. local (Ankara) time:

    Notwithstanding the above, Annex-13: Acknowledgement Form as completely filled-out and signed by the duly authorized representative of your company shall be submitted by no later than 26 May 2025, to the e-mail address at tanapbids_1@tanap.com.

    Client plans to conduct an online clarification meeting to answer Applicants’ queries if any in the upcoming days and will announce the meeting accordingly, however Applicants may submit any questions to the above e-mail address any time until five (5) days before the submission of the Pre-Qualification Packages.
